We have prepared a 15-question checklist to help you assess whether your platform, app or service has features that KPDN associates with intermediaries and e-marketplaces under Malaysia’s proposed e-commerce legislation.

In October 2025, the Ministry of Domestic Trade and Cost of Living released its final report on the review of Malaysia’s e-commerce legislation. The report signals a potential shift towards regulating not only online sellers, but also platforms and services that sit between buyers and sellers. Many businesses that do not regard themselves as “marketplaces” may therefore fall within scope.

What’s inside

  • 15 yes/no questions covering seller onboarding, discovery, checkout, payments, logistics, post-purchase support and listing control
  • A short guide to interpreting your answers
  • Printable A4 format for circulation to product, operations and compliance teams

Who this is for

  • Platform, app and SaaS founders with third-party sellers or service providers
  • E-commerce, marketplace and gig/on-demand operators
  • In-house legal, compliance and regulatory affairs teams
  • Investors and advisers conducting diligence on Malaysian platform businesses
